Montecitorio "condanna" Papa.


Determinanti i voti della Lega

Su 612 presenti hanno votato a favore, a scrutinio segreto, 319 deputati. I voti contrari sono stati invece 293. Si erano dichiarati favorevoli i gruppi Pd, Terzo Polo, Idv e Lega. Pdl e ‘Popolo e territorio’ (ex Responsabili) contrari. A Palazzo Madama invece, dove oggi si votava sulla richiesta d’arresto avanzata dalla procura di Bari per il parlamentare del Gruppo misto (ex Pd) Alberto Tedesco, accusato di corruzione nell’ambito di un’indagine sulla sanità pugliese, le cose sono andate nel senso opposto: con 151 no, 127 sì e 11 astenuti, il Senato ha negato l’autorizzazione a procedere nei confronti dell’ex assessore pugliese. La maggioranza dei deputati ha detto sì all'arresto del parlamentare del Pdl Alfonso Papa, l’ex magistrato coinvolto nell’inchiesta P4, accusato di corruzione e concussione dalla procura di Napoli.
Non appena il presidente della Camera, Gianfranco Fini, ha proclamato il risultato della votazione nell’Aula è sceso il gelo: né dai banchi della maggioranza né da quelli dell’opposizione si è levata una voce, solo un generale sgomento. Papa si è alzato, attonito, e ha lasciato l'Emiciclo. Qualche ora dopo, è stato rinchiuso in un carcere. Il presidente del Consiglio, Silvio Berlusconi, incredulo, ha raggiunto la sala del governo.
Il voto della Lega, a Montecitorio, sembrerebbe aver avuto un peso decisivo nel far oscillare l’ago della bilancia per il sì alle manette. Momenti di tensione in Transatlantico subito dopo il voto: sono volate parole grosse tra Enzo D’Anna (Pdl) e Angelo Cera (Udc). Il pidiellino ha fermato il collega centrista ammonendolo: “Nelle carte di Bisignani è citato più volte il nome di del vostro segretario Cesa, quando arriverà la richiesta per lui come voterete?”. A quel punto si è scatenata la bagarre tra i due.
Nel primo pomeriggio il presidente del Consiglio, Silvio Berlusconi, durante l’incontro a Palazzo Grazioli con i coordinatori regionali del partito, aveva allertato i suoi sottolineando la necessità di stroncare il rischio di un’escalation di arresti preventivi da parte della magistratura. “Di questo passo si rischia di minare i numeri della maggioranza e di tornare al clima del 1992”, aveva detto il premier, precisando che non avrebbe mai votato per mettere le manette a qualcuno. Il Pdl ha tenuto ferma la barra sulla posizione garantista, confermando il no all'arresto e questo vale sia per Papa che per Tedesco.
Uscendo da Montecitorio, il Cav. ha commentato con alcuni parlamentari: "Sono pazzi, pur di colpire me e il governo rinnegano principi che dovrebbero difendere nel totale disinteresse per le persone”. Un riferimento che è sembrato riguardare le opposizioni, in particolare Casini e Bersani, ma anche ai Radicali, da sempre impegnati in battaglie politiche garantiste.
Diversamente Massimo D'Alema, affatto stupito dall'esito del voto alla Camera, ha detto che ci sono stati una trentina di voti da parte della maggioranza per il sì all'arresto. Secondo il presidente del Copasir, i trenta voti in questione sarebbero stati quelli dell’area leghista che fa riferimento al ministro dell’Interno, Roberto Maroni.
Commentando le votazioni, il presidente dei deputati Pdl, Fabrizio Cicchitto, ha dichiarato che il Parlamento ha scritto “una delle pagine più brutte della sua storia”, sottolineando le pesanti responsabilità delle quali Pd e Udc si sono caricati. “Il voto per Tedesco – ha poi aggiunto – dimostra però che tra il Pdl, il centrodestra e la sinistra c'è una differenza di fondo: il garantismo e il rifiuto più netto del Partito dei Pubblici ministeri, linea che adottiamo sia nei confronti degli amici sia nei confronti degli avversari politici quale è l'onorevole Tedesco”. Il vicepresidente dei senatori del Pdl Gaetano Quagliariello ha dichiarato: “Votare contro l'arresto non è assolvere. Noi, semplicemente, abbiamo difeso un principio liberale. Certo è che alla Camera ha vinto l'antipolitica, al Senato no”.

Storia. La prima guerra del Golfo.


Storia della guerra contro l'Iraq condotta nel 1991 da una coalizione internazionale guidata dagli USA sotto le bandiere dell'ONU: gli avvenimenti, i protagonisti e le ragioni profonde che la causarono.
Il 2 agosto 1990 l'esercito iracheno varca il confine con il Kuwait e procede a occupare il piccolo emirato. Non vi è praticamente resistenza. L'emiro, la sua famiglia e tutta la classe dirigente kuwaitiana si rifugiano all'estero. Il Kuwait rimane sotto occupazione irachena circa sette mesi, durante i quali vengono giustiziate alcune centinaia di persone.
La reazione internazionale è immediata. Due giorni dopo l'invasione del Kuwait Washington decide di inviare delle truppe in Arabia Saudita, e il 6 agosto il Consiglio di Sicurezza dell'ONU decreta l'embargo nei confronti dell'Iraq. A fine agosto il Consiglio di Sicurezza autorizza l'uso della forza per imporre l'embargo. Da settembre inizia a formarsi l'alleanza politica e militare attorno agli Stati Uniti, a partire dall'Unione Sovietica sotto la direzione Gorbacev. Il 29 novembre il Consiglio di Sicurezza autorizza l'uso della forza per obbligare l'Iraq a lasciare il Kuwait, e fissa un ultimatum per il 15 gennaio 1991: le truppe schierate in Arabia Saudita raggiungono a gennaio il numero di 670.000 persone, di cui mezzo milione statunitensi. Il ritiro dell'Iraq dal Kuwait per l'alleanza costruita sotto l'egida degli Usa deve essere incondizionato, e per questo motivo vengono respinte tra agosto e gennaio numerose proposte di mediazione provenienti da Baghdad.
Il 16 gennaio iniziano i bombardamenti su Iraq e Kuwait: è il più pesante raid aereo della storia, senza paragoni sia con la guerra vietnamita, sia con i successivi bombardamenti su Serbia e Kosovo nel 1999 e sull'Afghanistan nel 2001. Il 24 febbraio, dopo cinque settimane di bombardamenti, inizia l'offensiva terrestre della coalizione in Kuwait e Iraq: il giorno successivo Baghdad ordina il ritiro delle proprie truppe dal Kuwait, che vengono massacrate dall'aviazione statunitense sull'autostrada che collega Kuwait City a Bassora. Il 28 febbraio Baghdad capitola, accettando tutte le condizioni. Viene firmato il cessate il fuoco.
Secondo fonti statunitensi l'esercito iracheno avrebbe sofferto 100.000 morti, mentre secondo fonti irachene i civili iracheni uccisi sarebbero stati 35.000. Gli Stati Uniti hanno contato 300 vittime nelle proprio esercito (di cui però la metà lontano dai teatri di guerra, per incidenti di ogni genere e specie). Nel corso di questi ultimi dodici anni sono morti 7.800 ex soldati statunitensi, per malattie contratte durante la guerra del Golfo (la cosiddetta sindrome del Golfo), a causa dell'uso di munizioni all'uranio, dei bombardamenti alleati dei pozzi petroliferi e di fabbriche chimiche, e così via.
Fin dal 27 febbraio il sud dell'Iraq insorge contro Baghdad, e molti soldati iracheni in fuga dal Kuwait si uniscono alla popolazione sciita che si rivolta contro Saddam Hussein. Nel giro di due settimane tutto il sud iracheno Ë controllato dai ribelli, ma Baghdad con il consenso degli Stati Uniti riesce a organizzare un'offensiva e a riprendere il controllo del territorio. La repressione è feroce e centinaia di migliaia di persone si rifugiano in Iran o si nascondono nelle paludi. Alcune sporadiche rivolte si registrano nel cuore dell'Iraq, ma è nel Kurdistan iracheno, a nord, che scoppia una insurrezione di massa contro Saddam Hussein, a partire dal 7 marzo. Le truppe irachene dopo aver schiacciato la rivolta a sud riescono a reprimere anche quella kurda a nord, sempre con il benevolo consenso di Washington: tra fine marzo e i primi di aprile del 1991 più di due milioni di kurdi si rifugiano in condizioni umanitarie terribili in Turchia e in Iran. Solo dopo molti tentennamenti il Consiglio di Sicurezza dell'Onu adotta una risoluzione in aprile perché si crei una zona nell'Iraq del nord dove i kurdi possano essere rimpatriati al riparo dalla repressione di Baghdad: su questa base inizia il rientro dei profughi kurdi, e l'avvio, il 19 aprile, di negoziati tra Saddam Hussein e i leader kurdi. A giugno viene formata una zona autonoma kurda nel nord dell'Iraq, e a ottobre, dopo il fallimento dei negoziati, Baghdad ordina come rappresaglia il ritiro di tutto il proprio personale dal Kurdistan iracheno (ad eccezione del territorio di Kirkuk, ricco in petrolio, che rimane sotto il controllo di Baghdad) e un embargo totale. Da allora esiste un territorio autonomo, di fatto indipendente, del Kurdistan iracheno, con proprie istituzioni.
L'emiro del Kuwait rientra nel suo paese il 14 marzo 1991. Provvede all'espulsione degli immigrati palestinesi (400.000 persone) e fa giustiziare alcune centinaia di persone. L'unico giornale vagamente critico del suo operato viene immediatamente fatto chiudere.
I motivi dell'invasione del Kuwait.
Saddam Hussein era salito al potere in Iraq nel 1968, con un colpo di stato il cui primo obiettivo era di schiacciare un fuoco guerrigliero di ispirazione guevarista nel sud del paese, a cui si stava unendo una scissione di sinistra del Partito Comunista iracheno. Nel corso dei successivi dieci anni Saddam Hussein ha represso in modo feroce qualsiasi tipo di opposizione alla sua dittatura personale: la ribellione kurda del 1974, i comunisti di tutte le tendenze, anche frazioni del proprio stesso partito (il Partito della resurrezione araba socialista - Baath), sono stati tutti annegati nel sangue. Ogni gruppo o ogni individuo recalcitrante Ë stato liquidato o neutralizzato. L'irresistibile ascesa di Saddam Hussein Ë culminata nel 1980, con la concentrazione di tutti i poteri nelle sue mani, e da allora è iniziato un grottesco culto ufficiale della sua personalità. La dittatura di Saddam Hussein si basa su una burocrazia borghese civile, militare e poliziesca, a cerchi concentrici, largamente determinati dall'appartenenza alla famiglia, al clan o alla provincia (Takrit) del tiranno. I privilegi di questa burocrazia sono assicurati dalla rendita petrolifera dello stato iracheno.
Nel settembre 1980 l'Iraq attacca l'Iran, dove l'anno precedente una vittoriosa rivoluzione era riuscita a cacciare il regime dello Scià: l'obiettivo iracheno era di appropriarsi dei campi petroliferi dell'Arabistan iraniano (la principale regione petrolifera iraniana) ed affermarsi cosÏ come potenza regionale dominante. La guerra dura piš di otto anni, e dalla sola parte irachena i morti sono 300.000. A queste vittime devono essere aggiunti almeno 100.000 kurdi (alcune fonti kurde arrivano alla cifra di 180.000 vittime) massacrati dall'esercito nel nord dell'Iraq dal 1987 al 1989, con l'operazione denominata Anfali, con largo uso di armi chimiche, che portò alla distruzione della maggioranza dei villaggi del kurdistan iracheno (il caso-simbolo di questa repressione, grazie alla disponibilità di documenti fotografici, Ë stato lo sterminio il 16 marzo 1988 di tutti gli abitanti del villaggio di Halabdja, circa 5.000 persone, con iprite e gas sarin, mentre i sopravvissuti vennero spianati con i bulldozer). Il cessate il fuoco con l'Iran venne firmato nel 1988, senza che la frontiera esistente prima del conflitto fosse modificata.
Le distruzioni materiali provocate dalla guerra con l'Iran furono enormi (stimate a 150 miliardi di dollari), e Baghdad uscì dalla guerra con un indebitamento di 60 miliardi di dollari, oltre a ritrovarsi con un esercito totalmente sproporzionato rispetto alle dimensioni (un milione di persone mobilitate) che può mantenere. La crisi finanziaria del Paese dopo la guerra del Golfo del 1980-1988 non fece che aumentare, e i vari paesi arabi ed emirati che avevano sostenuto l'Iraq nella guerra contro l'Iran non accettavano di continuare a sovvenzionarlo. E in questa situazione che matura la decisione di occupare il Kuwait (uno stato artificiale creato dall'imperialismo britannico delineando un confine attorno ai pozzi petroliferi, proprietà personale dell'emiro e della sua famiglia, dove nessun minimo diritto democratico era garantito): un'occupazione permanente e l'annessione del Kuwait all'Iraq avrebbe risolto tutti i suoi problemi finanziari grazie alla rendita petrolifera aggiuntiva, mentre un accordo di mediazione (in cambio del ritiro dal Kuwait) avrebbe comunque portato risorse aggiuntive.
Baghdad non si aspettava una reazione statunitense e internazionale così determinata e inflessibile (numerosi altri casi simili nel passato non avevano provocato reazioni significative a livello internazionale, per Israele, per l'Iran, il Marocco, la Turchia, l'Indonesia, ecc.) contando piuttosto che la fine della guerra fredda avrebbe consentito un maggior margine di manovra rispetto al passato per un paese come il suo, lasciando comunque spazi per mediazioni vantaggiose. Una volta resosi conto che così non era, il regime di Saddam Hussein non poté ritirarsi senza passare attraverso la guerra del 16 gennaio 28 febbraio 1991 (il cui esito, vista la sproporzione nel numero delle vittime, era scontato), in quanto la legittimazione del suo regime ne sarebbe uscita a pezzi.
I motivi della guerra del Golfo: la sindrome vietnamita.
Gli Stati Uniti erano rimasti profondamente segnati dalla sporca guerra che avevano condotto in Vietnam, con una delegittimazione interna ed internazionale in materia di operazioni militari all'estero che doveva accompagnarli per decenni. Il tentativo (timido) di effettuare un intervento militare all'estero da parte del falco Reagan era terminato in modo catastrofico: nel 1983 gli Usa si ritiravano dal Libano dopo aver subito in due attentati 305 perdite. L'invasione del Kuwait da parte di Saddam Hussein offrì un'occasione ideale a Bush per tentare di superare l'inibizione statunitense in fatto di guerra ritornare ad una situazione di normalità in base alla quale la maggior potenza militare del mondo potesse essere in grado di sfruttare la propria superiorità. Nel 1990-1991 l'argomentazione-chiave fu il rispetto del diritto internazionale, mentre successivamente venne invocata la difesa della democrazia (Haiti), la guerra umanitaria (Somalia, Bosnia e Serbia), ed oggi la guerra al terrorismo (Afghanistan). La grande variabilità delle argomentazioni ideologiche per dare legittimità alle guerre e alle offensive militari scatenate in varie parti del mondo traducono la debolezza intrinseca di ciascuna di queste argomentazioni (riassumibili tutte nel fatto che i buoni motivi sono sempre selettivi) e la difficoltà persistente a ritrovare una legittimità in primo luogo interna alle azioni dell'imperialismo statunitense. Da questo punto di vista la situazione odierna Ë ancora ben lungi dall'essere paragonabile a quella dei 25-30 anni seguiti alla fine della seconda guerra mondiale, passati sotto il segno della lotta al comunismo (e di un miglioramento nelle condizioni di vita grazie al boom economico). Un segnale inequivocabile fu la poco gloriosa ritirata statunitense dalla Somalia nel 1994.
Oggi Bush il piccolo riprende tutta la retorica degli stati canaglia inaugurata da suo padre all'inizio degli anni í90, ma come questa retorica aveva mostrato tutti i suoi limiti nel corso degli anni í90 (i continui bombardamenti condotti sull'Iraq da Usa e Gran Bretagna sono sempre stati condotti nel piš totale isolamento internazionale, e sottoposti a critiche sempre piš ampie all'interno degli stessi Stati Uniti; l'isolamento dell'Iran Ë fallito proprio grazie ai piš fedeli alleati degli Usa, in primo luogo l'Arabia Saudita; e cosÏ via), cosÏ costituisce oggi una argomentazione ben piš debole, visto che i cosiddetti stati canaglia non fanno nulla per essere considerati tali. La guerra del Golfo di dodici anni fa fece credere ai dirigenti di Washington di aver girato definitivamente pagina dopo i giorni bui del 1974 (quando gli Usa furono costretti a ridurre in modo decisivo la propria presenza in Indocina, con la conseguente caduta l'anno successivo dello stato fantoccio del Vietnam del Sud) ma ancora oggi questi dirigenti si ritrovano con lo stesso problema: il fantasma sempre presente della contestazione di massa contro il bellicismo Usa che fece affondare l'impresa vietnamita. Il consenso interno per ogni azione militare deve essere conquistato volta per volta e non può essere mai considerato definitivamente acquisito: per questo l'insistenza odierna sulle guerre lampo, su un numero di (proprie) vittime limitato e sullo sviluppo tecnologico in materia di armamenti (i tre quarti delle spese mondiali per ricerca e sviluppo in campo militare sono effettuati negli Usa), in grado di compensare la debolezza del fattore umano.
I motivi della guerra del Golfo: assicurare i flussi di capitali.
La motivazione fondamentale che spinse gli Stati Uniti alla guerra del Golfo fu quella di garantirsi un flusso di capitali in entrata. Nel 1990 (e molto piš oggi) il capitalismo statunitense Ë dipendente dal fatto che un flusso costante di capitali provenienti da tutto il mondo entri in patria. Uno di questi flussi, non quantificabile ma estremamente importante, era ed Ë quello proveniente dai vari paesi che godono di una rendita petrolifera, che viene investita da questi paesi nelle azioni e nei titoli di stato Usa, o viene spesa per l'acquisto (sovrapprezzo!) di armamenti sempre provenienti dagli Usa. Nel 1990 gli Stati Uniti conoscevano una recessione economica (come oggi) che rendeva il capitale ancora piš sensibile a questo fattore: una modificazione degli equilibri nel golfo persico, dove sono concentrati questi stati rentieri (la banda dei quattro: Kuwait, Arabia Saudita, Qatar, Emirati Arabi Uniti) metteva pericolosamente in discussione questi vitali flussi di capitali, e richiedeva un intervento per ristabilire lo status quo ante. La creazione di un regime in Iraq, al posto di quello di Saddam Hussein, che garantisse un flusso aggiuntivo di questi capitali era certamente un obiettivo ben gradito a Washington, ma gli Stati Uniti si scontrarono con l'assenza di una carta di ricambio che cercarono inutilmente nei piš alti vertici dell'esercito iracheno. Lo scoppio di rivolte e insurrezioni contro il regime di Baghdad nel marzo 1991 venne visto come un grave pericolo poiché poteva portare esattamente all'opposto di quello che veniva ricercato: un Iraq democratico, federale, concentrato sulla propria ricostruzione. Sarebbe stato l'evento piš distruttivo per tutta la regione, dove esistono solo regimi autocratici terrorizzati dalla possibilità di movimenti rivoluzionari al proprio interno. Per questo concesse tutto quanto era necessario al regime di Saddam Hussein per poter schiacciare queste rivolte.
In questo groviglio di interessi Washington non poteva permettersi di marciare su Baghdad nel febbraio 1991. Come ironicamente raccontava il buon soldato Scívéik più di ottanta anni or sono, non è mica una cosa così semplice penetrare in questo o quel paese! Ognuno Ë capace di farlo, ma poi, venirne fuori, questa sÏ che Ë vera arte militare! Quando uno entra in un posto, deve sapere tutto quello che succede intorno, per non doversi trovare tutt'a un tratto dinnanzi a qualche difficoltà, vale a dire dinnanzi a una catastrofe. Ad esempio una volta a casa nostra, ancora nel vecchio edificio, acchiapparono nel solaio un ladro; quel mariuolo aveva notato, quando era entrato dentro, che c'erano certi muratori i quali stavano proprio allora riparando un abbaino, e dunque riuscì a svincolarsi, freddo la portinaia e scese giš per le scale fino a raggiungere il lucernario, ma poi di lÏ non poté più uscir fuori. Il nostro vecchio Radetzky, invece, conosceva ogni strada, non riuscivano mai a pizzicarlo.
Nel 1990-1991 (e così è ancora oggi) il controllo del petrolio in quanto tale da parte degli Usa non fu una delle motivazioni per la guerra. Dalla prima metà degli anni í70 il mercato del petrolio Ë un mercato perfettamente internazionalizzato, dove i vari produttori di petrolio nel mondo si fanno direttamente concorrenza l'uno con l'altro. In questo modo il prezzo del petrolio Ë fissato dal funzionamento del mercato stesso, secondo un meccanismo conosciuto in economia come quello della rendita marginale, e non da accordi tra vari stati produttori che decidono di aumentare o diminuire la produzione, accordi che tutt'al piš possono influire sul prezzo mondiale in modo marginale e temporaneo. Il prezzo del petrolio sulla base di questo mercato non viene fissato nel golfo persico, ma dall'industria petrolifera statunitense, la meno produttiva esistente oggi sul pianeta, e garantisce una cospicua rendita a tutti i paesi con una produttività maggiore nell'estrazione del petrolio. Che il petrolio in sé non fosse la questione chiave venne dimostrato proprio dal biennio 1990-1991, quando si ebbe contemporaneamente il crollo della produzione di petrolio in URSS, e il blocco della produzione ed esportazione di quello iracheno e kuwaitiano: il mercato internazionale non soffrì di mancanza nell'offerta di petrolio e i prezzi dopo una breve e limitata impennata tornarono ad essere quelli esistenti prima della crisi internazionale.
Un bilancio.
Gli Stati Uniti sono riusciti, nello scorso decennio, a mantenere stabile la situazione del golfo persico, assicurandosi il flusso costante dei capitali di cui abbisognavano.
Tuttavia il costo umano, anche dopo la fine della guerra del golfo, Ë terribile. La popolazione irachena Ë sottoposta da dodici anni a sanzioni economiche che, secondo la prestigiosa rivista Foreign Affairs, sono delle sanzioni di distruzione di massaî, con circa 90.000 decessi all'anno. In un articolo nel 1999, i due professori americani John e Karl Mueller dopo aver stimato a 400.000 il numero totale dei morti provocati nella storia da armi di distruzione di massa (nucleare, chimiche e biologiche, ad esclusione delle camere a gas naziste) concludevano, usando il condizionale per attenuare l'impatto delle loro affermazioni: Se le stime dell'Onu delle perdite umane in Iraq sono corrette, anche solo approssimativamente, appare dunque che le sanzioni economiche costituirebbero la causa della morte in Iraq di piš persone di quante ne siano mai state massacrate nella storia da tutte le armi cosiddette di distruzione di massaî.
Tuttavia non solo il regime di Saddam Hussein Ë ancora al suo posto, e la carta di ricambio militare ricercata nel 1990-1991 pare non ci sia ancora oggi, ma anche il regime iraniano sorto dal crollo del pilastro statunitense nel Medio oriente (il regime dello Sci‡) non Ë stato affatto intaccato dalla politica di contenimento attuata dagli Usa. Al contrario gli Usa si sono scontrati con numerosi loro alleati (ed addirittura proprie multinazionali) che hanno stretto rapporti via via piš stretti sia con l'Iraq, sia soprattutto con l'Iran.
Riuscirà Bush il piccolo a ritrovare questa egemonia sempre piš messa in discussione con la sola forza delle sue supersofisticate armi. Quest'ultimo anno e soprattutto questi ultimi mesi testimonierebbero il contrario: che la corsa in avanti bellicista degli Stati Uniti accentua, anzichÈ risolvere, i problemi di egemonia di cui Ë afflitta la superpotenza Usa. Il capitale francese e tedesco esprime interessi divergenti da quelli americani per quanto riguarda la nuova guerra all'Iraq. Kuwait e Arabia Saudita si azzardano a criticare Washington come mai in passato Ë avvenuto (in un certo momento sono addirittura circolate voci su un ritiro dei capitali sauditi dagli Stati Uniti!!!). E soprattutto il movimento antiguerra Ë gi‡ da ora fortissimo in Europa, e gli Stati Uniti hanno visto in aprile una manifestazione (nonostante fosse malissimo organizzata) di 100.000 persone a sostegno dei palestinesi, e a settembre decine di migliaia di persone manifestare contro la guerra. Il fantasma del movimento antiguerra statunitense della fine anni '60 inizio anni '70, che riuscì ad essere per estensione e radicalità la causa prima della sconfitta dell'imperialismo statunitense in Indocina, continua a provocare notti agitate ai dirigenti di Washington.
Secondo le parole di Dickens, in apertura a una storia tra due città, erano i giorni migliori, erano i giorni peggiori, era un'epoca di saggezza, era un'epoca di follia, era un tempo di fede, era tempo di incredulità, era una stagione di luce, era una stagione buia, era la primavera della speranza, era l'inverno della disperazione, ogni futuro era di fronte a noi, e futuro non avevamo In ultima analisi, sta a noi scegliere.

George Lakoff: votare in base ai valori e costruzione del "frame" senza sacrificare nessun interesse.

"Non pensare all'elefante!"

Datemi una metafora e vi solleverò la sinistra. I progressisti americani alla ricerca di una leva per scalzare Bush dalla Casa Bianca hanno scoperto un novello Archimede: George Lakoff, professore a Berkeley, attivista per hobby e guru politico a tempo perso. Dopo anni passati a studiare le radici profonde del linguaggio (un suo aspro dibattito del 1973 con Noam Chomsky su linguistica strutturale e grammatica generativa, Lakoff ha deciso di mettere la sua specializzazione al servizio della causa liberal. Scoperto da movimenti di sinistra virtuali come AlterNet.org e MoveOn.org, si è guadagnato la stima di Howard Dean, il candidato movimentista che grazie all’uso innovativo della Rete l’anno scorso si presentò alla primarie democratiche da favorito. Tutto questo mentre l’ultimo libro di Lakoff, Don’t think of an elephant. Know your values and frame the debate (”Non pensare a un elefante! Conosci i tuoi valori e imposta il dibattito”), diventava su Internet un caso da manuale di marketing virale (la versione telematica dell’antico passaparola).
Come accade sempre più frequentemente, il successo nel regno dell’attivismo virtuale ha aperto al professore di Berkely le porte del mondo reale. Nel dicembre scorso, all’indomani della batosta elettorale, George Lakoff era tra i relatori ad un meeting dei deputati democratici. In quell’occasione, il linguista ha consegnato ai notabili del partito le regole auree esposte nel best seller: fare chiarezza sui propri valori e scegliere le metafore giuste per modellare il contesto del dibattito a proprio favore, un’arte in cui negli ultimi trent’anni la destra americana è stata maestra. Agli smarriti orfani di Clinton e alla sinistra in cerca della vittoria perduta Lakoff ricorda che una volta che certe immagini si sono infilate nella nostra testa sono difficili da eliminare. Anzi, ogni tentativo di negarle finisce per rafforzarle: come suggerisce il titolo del suo libro è quasi impossibile non pensare ad un elefante se qualcuno ci ordina di farlo.
Nell’agone politico ogni metafora evoca valori e costruisce cornici (“frame”) di discorso favorevoli a chi sostiene certi principi piuttosto che altri. Come la famosa metafora bushiana del “tax relief”, il sollievo fiscale: una volta impostasi nel dibattito pubblico, ha offerto ai Repubblicani un vantaggio formidabile. Ogni volta che un candidato democratico argomenta contro quella misura, si oppone a una manovra che nella percezione comune ormai evoca qualcosa di positivo.
Discutere nel contesto definito dalle metafore degli avversari, è un po’ come giocare in trasferta. Inseguire gli avversari sul loro terreno, secondo Lakoff, è una perdita di tempo se non un esercizio dannoso. In America come in Italia. Basta pensare alla sorte della controproposta della sinistra italiana al taglio delle tasse di Berlusconi. Nella migliore delle ipotesi è scomparsa senza incidere nel dibattito politico. Nella peggiore ha in qualche modo confermato negli elettori la tesi berlusconiana: le tasse vanno comunque tagliate perché ingiuste.
Dopo tutto, i cittadini, secondo Lakoff, votano soprattutto in base ai valori, ai quali non di rado sacrificano il proprio interesse. Svendere il proprio capitale morale è dunque il peccato principale che una coalizione politica può commettere. Con buona pace di Rutelli, D’Alema e del Riformista, ogni spostamento verso il centro alla ricerca dei moderati aliena la base di sinistra e suggerisce a tutti gli elettori indistintamente che la ragione sta comunque dall’altra parte.
Ai progressisti in cerca di identità il libro di Lakoff offre, quasi ossessivamente, una parola d’ordine: reframing. Ovvero rimodellare costantemente il contesto e “incorniciare” le varie questioni, dalla guerra in Iraq allo stato sociale, in un modo congeniale alla mentalità liberal. Non troppo diversamente, insomma, da quanto facevano gli esponenti del vecchio Pci quando alle domande dei giornalisti rispondevano che “il problema vero è un altro”. Tuttavia perché questa non sia solo una mossa retorica fine a se stessa c’è bisogno di metafore che, ripetute costantemente, evochino nelle mappe cognitive degli elettori un universo progressista di riferimento. C’è bisogno di fondazioni, istituti di ricerca, think tanks che finanzino borse di studio, pubblichino libri, organizzino convegni con un solo scopo: produrre metafore che evochino i valori progressisti. Magari presentando le tasse come un investimento per il futuro o come il giusto pagamento per l’iscrizione a un club che ci dà diritto a usare autostrade, l’Internet, gli ospedali.
Quanto le tesi di Lakoff faranno breccia nell’establishment democratico è difficile dirlo. L’ideologia moderatista ha fatto breccia in tutti i partiti progressisti d’occidente e, come le metafore di cui si parla nel libro, è una pianta difficile da estirpare. Sicuramente sarà difficile toglierla dalla testa di Hillary Clinton che martedì scorso ha iniziato la sua manovra di avvicinamento alla presidenza distanziandosi dall’immagine pro-aborto del partito democratico predicando l’astinenza per i giovani. In questo caso, forse, non c’è bisogno di conoscere Lakoff per comprendere i probabili effetti di questa mossa.

If a nonlinguist reads nonspecialist articles about linguists such as the generally excellent piece by John Searle (NYR, June 29, 1972), he may get the impression that a linguist spends most of his time being concerned about rationalism (if he is a transformational grammarian) or behaviorism (if he is a structuralist). In fact, nothing could be further from the truth. The rationalism-behaviorism issue enters rarely if at all into actual linguistic analyses, whether transformational or structural. The reason for this is that the behaviorist vs. rationalist dispute has no necessary connection with the structuralist vs. transformationalist dispute.

In much of his writing, Noam Chomsky has conveyed the impression that structural linguistics was necessarily tied to behaviorism, while transformational grammar was necessarily rationalistic. This is false, though most popularizers of Chomsky’s views have let the matter pass without comment. Chomsky’s argument for rationalism, as Searle correctly observes, is based on the existence of linguistic universals (that is, features which are common to all human languages). Chomsky always cites examples of putative universals from transformational grammar, but the fact is that just about every other theory of grammar that has ever been seriously proposed has, either implicitly or explicitly, incorporated claims for extremely complex and sophisticated linguistic universals. This is true of structural linguistics, stratificational grammar, tagmemics, Montague grammar, generative semantics, etc.

In fact, contrary to what Chomsky suggests, the most extensive studies of complex linguistic universals have been carried out within the framework of structural linguistics. The classic works of the European structuralists Trubetzkoy and Jakobson in phonology and of Joseph Greenberg in American structuralist syntax have been the foundation for all of the more recent (and less extensive) studies of universals done in the tradition of transformational grammar. Chomsky’s claims in favor of rationalism over behaviorism do not rest upon his theory of transformational grammar being right and structuralism being wrong. One can make exactly the same argument using the structuralist universals instead, since the universals discovered in structural linguistics are more than complex enough for the purpose of the argument.

One should also be aware of the limitations of Chomsky’s arguments for the existence of an innate language acquisition mechanism in the human mind. As Searle points out, Chomsky has claimed that people possess innately not merely general learning mechanisms, but a specifically linguistic innate faculty. His argument is of this form: There are complex linguistic universals that everyone learns uniformly. There are at present no general learning theories that can account for this. It is hard to imagine what any such theories could be like. Therefore, it is plausible to assume that there can be no such theories. But the argument is fallacious: Nothing follows from a lack of imagination.

What Chomsky has shown is that either there is a specifically linguistic innate faculty or there is a general learning theory (not yet formulated) from which the acquisition of linguistic universals follows. The former may well turn out to be true, but in my opinion the latter would be a much more interesting conclusion. If I were a psychologist, I would be much more interested in seeing if there were connections between linguistic mechanisms and other cognitive mechanisms, than in simply making the assumption with the least possible interest, namely, that there are none.

As Searle notes, Chomsky has characterized structural linguistics as being fundamentally behavioristic and concerned solely with taxonomy. This is a misleading view of a broad, diverse, and interesting field, which happened not to be very good at dealing with the syntactical problems raised by Chomsky, and which showed little if any interest in formalized theories. Chomsky’s teacher, Zellig Harris, was an extreme case of a behavioristically oriented taxonomist.1 Bloomfield and Hockett, in their theorizing moods, also fit the mold, though one can argue that they did not always adhere to their theories in their linguistic analyses. Though these were prominent structural linguists, they were by no means typical of the wide range of European and American structuralists, either in their interests or in their commitment to behaviorism. Distinguished structuralists like Boas, Sapir, Jakobson, Pike, Weinreich, Bolinger and Greenberg never had much, if any, commitment to behaviorism. Their interests and their linguistic theories ranged far beyond mere taxonomy to such areas as linguistic universals, the relation between language and culture, dialectal variation, crosslinguistic interference, ritual language, poetics, and much much more. When transformational grammar eclipsed structural linguistics, it also eclipsed many of these concerns, much to the detriment of the field.

Chomsky’s account of so-called Cartesian linguistics is as inaccurate as his portrayal of structural linguistics. Searle has criticized Chomsky for inaccurately interpreting Descartes’s writings, but he ignores the devastating critiques of Chomsky’s treatment of the Port Royal grammarians and of Locke that have appeared in the linguistic literature. Chomsky claims in Cartesian Linguistics that Cartesian rationalism gave birth to a linguistic theory like transformational grammar in its essential respects. He bases his claims on the Grammaire Générale et Raisonée by Antoine Arnauld (a disciple of Descartes’s) and Claude Lancelot (a language teacher), published in 1660. The Grammaire Générale followed a series of other grammars by Lancelot, the most extensive being his Latin grammar.

Chomsky appears not to have read this Latin grammar (an English translation of which was in Widener Library) but Robin Lakoff studied it and published her findings in the review mentioned in footnote 1. She discovered that in the introduction Lancelot credited all of his interesting findings to Sanctius (Francisco Sanchez de las Brozas), a Spanish grammarian of the previous century, whose work antedated Descartes by half a century. Checking into Sanctius, she found that Lancelot was not being modest. He had indeed taken all of his interesting ideas from Sanctius. In short, what Chomsky called Cartesian linguistics had nothing whatever to do with Descartes, but came directly from an earlier Spanish tradition. Equally inconsistent with Chomsky’s claims is the fact that the theories of Sanctius and the Port Royal grammarians differ from the theory of transformational grammar in a crucial way. They do not acknowledge the existence of a syntactic deep structure in Chomsky’s sense, but assume throughout that syntax is based on meaning and thought. Chomsky has steadfastly opposed this position from his earliest works straight through to his most recent writings.

The important results of transformational linguistics are very different from what one is led to believe in most popular articles and introductory textbooks. Many of those who worked out the details of transformational grammar in the 1960s, both in Chomsky’s group at MIT and elsewhere, found that, if one ignored a great many problems that at first seemed peripheral, then transformational grammar could account for far more facts than any previous theory of grammar and gave much deeper insights into language. The transformational rules formulated in this period are presented in most elementary textbooks present as being essentially correct.

But the deeper results came later, in 1967 and after, when new facts were discovered and old facts that had previously been brushed aside were taken seriously. It was found that virtually no transformational rules that had been formulated could be made to handle the data; there is not a single rule of Chomsky’s syntax that can honestly be said to be well established. The difficulties form a pattern: Chomsky had drawn the syntax/semantics and performance/competence distinctions to try to preserve what Searle describes as his “peculiar and eccentric” view that it is possible to study the structure of language independently of its communicative function. In case after case, however, it has been found that rules of grammar have to take account of what Chomsky had arbitrarily ruled out of grammar as being semantics and performance.

The really deep results of transformational grammar are, in my opinion, the negative ones, the hosts of cases where transformational grammar fell apart for a deep reason: it tried to study the structure of language without taking into account the fact that language is used by human beings to communicate in a social context.

The detailed work that has been done in generative grammar tends to back up Searle’s philosophical judgment that the form of language cannot be studied independently of its function. But Searle is at best half-right when he claims that “the conflict [between transformational grammar and generative semantics] is being carried out entirely within the conceptual system that Chomsky created.” Generative semantics accepts such claims of Chomsky’s as that there exists nonsurface syntactic structure and that there are rules of grammar relating pairs of phrase-structure trees, just as it accepts the goal of accounting for the linguistic intuition of the native speaker in terms of formal rules and a general theory.

He and Johnson write: "When taken together and considered in detail, these three findings from the science of the mind are inconsistent with central parts of Western philosophy, and require a thorough rethinking of the most popular current approaches, namely, Anglo-American analytic philosophy and postmodernist philosophy."

According to Lakoff, metaphor appears to be a neural mechanism that allows us to adapt the neural systems used in sensory-motor activity to create forms of abstract reason.
